Nigeria receives a 70% rating in the most recent aviation safety evaluation. In the recently completed International Civil Aviation Organization (ICAO) Universal Safety Audit Program Continuous Monitoring Approach (USOAP-CMA), Nigeria received a score of 70%. According to reports, this is 3% higher than the nation’s score of 67.1 percent from the most recent audit, which took place in 2016.
The audit, which took place between August 30 and September 11, 2023, examined a State’s (in this case, the Nigeria Civil Aviation Authority) capacity to provide safety oversight by determining whether the State has effectively and consistently implemented the critical elements (CEs) of a safety oversight system.
ICAO claims that by doing this, the State is able to ensure that the organization’s safety-related Standards and Recommended Practices (SARPs), associated procedures, and guidance material are followed. It also gives ICAO a way to continuously check on how well the States are carrying out their duties related to safety oversight.
The Civil Aviation Authority received a 90 percent score in legislation, down from the 95 percent it received in the last audit, and an 83 percent score in organization, down from its 100 percent score in the prior audit, according to breakdowns of some of the audit reports in Effective Implementation (EI).
The Civil Aviation Authority achieved 84 percent for personnel licensing while improving its previous score of 57 percent to 62 percent in operations.
The Civil Aviation Authority received a score of 94 percent for airworthiness, up five points from its prior score of 90 percent in the last audit, and an impressive 89 percent for accident investigation.
The nation received a 56 percent rating for aerodrome and ground aids and a 44 percent rating for air navigation services.

It was also possible to access the audit reports for each of the eight Critical Elements: CE-1 Legislation, CE-2 Organization, CE-3 Regulations, CE-4 Qualified Technical Personnel, CE-5 Technical Guidance Material, CE-6 Approvals and Certification, CE-7 Surveillance, and CE-8 Resolution of Safety Concern.
The Nigerian Civil Aviation Authority continued to receive an 89.66 percent in the area of legislation, an 89.87 percent in the area of organization, a 78.33 percent in the area of regulations, and a 60.98% in the area of qualified technical employees.
It received scores of 88.24 percent for the technical guidance material and 49.7 percent for approvals and certification, compared to 42.22 percent and 56.76 percent, respectively, for surveillance and resolution of safety concerns.
